Overlapping vs. Off-setting Ice-Roads Year-to-Year

In 1998, BLM required offsetting ice roads from one year to the next. Offsetting roads would impact a greater area, but presumably with less intensity of impact per acre and thus provide a benefit through less severe impacts and quicker recovery. The study indicated there was no benefit of off-setting routes from one year to the next.
